Dear Portsmouth Citizen,
My name is Nancy Novelline Clayburgh, and I am a candidate for the Portsmouth City Council. For the past eight years, I have been a member of the Portsmouth School Board, and the last four, I have served as its Vice Chairperson. In that time period,
- We have built/renovated our high school ($36 million project--55% of which was reimbursed by the State of NH).
- We have balanced some difficult budgets, including a $1 million cut in 2003 due to Portsmouth's donor town status with the statewide property tax.
- I am deeply involved with the Parrott Ave. renovation of the Portsmouth Middle School.
As a School Board member, I have also been deeply involved with
- The Student Athletic Contract at PHS....we are currently attempting to make it a Student Behavior Contract for all students to sign.
- I have served on the Joint Budget Committee, and the Policy Committee.
- I have been the President of the PTA's at Dondero School. Portsmouth Middle School, and Portsmouth High School.
- I am one of the founding members of PEP 2000, which raised almost $200,000 to replace aging playgrounds at Portsmouth 3 elementary schools, and now funds afterschool enrichment programs at those 3 schools.
- I have organized activities such as "Every 15 Minutes" which is a mock car accident/mock funeral, to warn PHS students about the dangers of drinking and driving.
My community involvement has been........
- I am one of the founding members of the FRIENDS Project, which provides social and recreational opportunities for people with and without disabilities.
- I have been a member of the Board of the Prescott Park Arts Festival, the Seacoast Family Y, the Guild at Portsmouth Regional Hospital, and the Northern New England Down Syndrome Congress.
- I am currently a member of the Board of the Community Child Care Center and the Steering Committee of Portsmouth Listens.
- I am a Eucharistic Minister at Corpus Christi Parish--St. James Church.
- Active member, Rotary Club of Portsmouth....recipient of the Rotary Vocational Award and was named a Paul Harris Fellow in 2004.
- Active member, NH Special Olympics.

I promise to work hard to make every dollar more efficient.
Combining the Athletic Program of Portsmouth High School with the City Recreation Department in 2006 ws a creative way for two City departments to collaborate and SAVE MONEY for the PORTSMOUTH TAXPAYER. I promise to investigate other departments in our City that could collaborate and combine responsibilities, wo that we can SAVE MONEY for the PORTSMOUTH TAXPAYER.
With the creative development of the Northern Tier, the McIntyre Building, the Islington Street Corridor, and others (all with input from the citizens of Portsmouth), we can expand our tax base and SAVE MONEY for the PORTSMOUTH TAXPAYER.
A recent study by the Americans for the Arts conlcuded that Portsmouth is a cultural destination for 4 million people that live within 4 hours of our City. Two-thirds are from outside the Seacoast, and spend 50% more than local residents. Supporting the arts not only enhances Portsmouth, but adds to the economic base. Continuing this program will once again SAVE MONEY for the PORTSMOUTH TAXPAYER.
Grants and subsidies for affordable housing must be obtained to make our community more diverse and affordable for all and SAVE MONEY for the PORTSMOUTH TAXPAYER.
With the increased revenues, the impact of the renovation of the Parrott Avenue middle school, the expansion of our wastewater treatment plant, and the need for more recreation fields, will help MINIMIZE the EFFECT on the PORTSMOUTH TAXPAYER.
